Is the shortcut created by intsaller or did you create your own? Also make sure that your user has administrative priviliges and try running 'as administrator'
Is that does not work for you please Try reinstalling.

Hello,

I have disabled SmartScreen and installed Outlook through installer 2.0 with administrator rights. But the problem still exists

Activate the built-in, hidden Administrator account in Windows 8.1 as described here:

Then install OE 6.

Personally, since I'm the only user on my laptop, I use only the built-in Administrator account. That's the real administrator account in Windows 8!
I even deleted most of those annoying Metro apps since you can't use them anymore once the built-in Administrator account is enabled, and I found them useless anyway.
