Outlook express on different accounts

I am running Windows 10 and have configured different user-accounts on the same computer. I have successfully installed OE on the administrator account, but fail when I try to download another OE on Another user account - I don't get the shortcut on the desktop and cannot attach files from the new user account's documents

Thats because outlook express needs administrative permissions, Users must be administrators.
But you can always use oe without admin rights (for limited users) by creating manually a shortcut pointing to msimn.exe file on oe install directory. In this case tray icon menu will not be loaded because it requires admin rights, but not a big deal.
