Change Outlook Express Language
To change the language of outlook express open the tray icon settings menu, right click on oe tray icon and then click "Settings"

Select your language in laguage drop down list and click Save.

But, if you first installed in Different language and change the language to another, The email folders (inbox, outbox e.t.c) will remain in first language.
This happens because email folders are being created only once on first installation and cannot be renamed after changing language.
To change email folders names language, you need to full uninstall outlook express by checking the "remove email folders" option on uninstallation (This will delete all emails folders), and reinstall making sure that needed language is selected while isntalling.

Available languages:
English, German, French, Japanese, Korean, Simplified, Chinese, Traditional, Chinese, Arabic, Albanian,
Spanish, Italian, Swedish, Dutch, Brazilian, Norwegian, Danish, Finnish, Russian, Czech, Polish, Hungarian,
Portuguese, Turkish, Greek, Bulgarian, Estonian, Croatian, Latvian, Lithuanian, Romanian, Slovak, Slovenian, Thai, Hebrew
