I had to reinstall Outlook Express after a motherboard failure forced a reinstallation of Windows.
The reinstall went well. My email files were stored in a separate directory and the OE setting let me access those and displays them.
But, I cannot open any of them because the Address Book fails. Attempting to open the Address Book (from inside OE also fails).
I have a xxx.wab file in a backup area that I can click on and the address book opens there.
Directly clicking on the WAB.exe file fails to open.
Any suggestions?

Normally reinstalling should solve that.
That error usually happens when some parts of installation (like address book) has failed.
I suggest reinstalling

I am also having the same problem. OE6 installed fine on Windows 10, but Address Book is blank. From an earlier Forum suggestion, I reinstalled OE6, making sure that the address Book box was checked - again installed OK, but no Address Book.

I have now reinstalled very carefully two times. The install seems to work perfectly.
However, the problem remains.
1) Address Book cannot be started from within OE.
2) OE cannot open any email because it cannot access the Address book.
Clicking on a .wab file anywhere else opens the correct address book with issue.
I'm at a loss on how to get his working again. Please help.

The Runasxp Settings wizard allows me to find the email directory correctly.
The portion that should allow setting the Address Book (has a spelling error) allows me to browse to the correct directory and select it. But when I click on the OK button, it says it cannot find the file.
The .wab file is actually there and can be opened by clicking on it. It just cannot be accessed directly from OE.

That sounds very strange,
Are you using a wab file from another computer (backup)?
When you re-installed oe, were all programs closed (even antivirus), so nothing would interrupt installation?

The wab file was on the computer in the C:\Email directory previously. It was working fine.
After a moterboard failure and replacement, Windows 10 had to be reinstalled. There went Outlook Express. Reinstalled OE, easily accessed the C:\Email directory and can preview every email.
However, none can be opened becasue OD gives errors opening the Address Book.
OE's Address Book button fails. Tryin to open WAB in the \Program Fiels (x86)\Outlook Express folder fails. Says OE is incorrectly configured.
I can browse to the C:\Email folder, click on the user.wab file and it opens fine. Data is there but may be an issue because it thinks the identity is some other name. This cannot be changed in the Address Book program.

You can change the path of the wab file, to the working path (C:\email folder) by using tray icon settings menu:
