[SOLVED] OE Read Encoding on Windows 10

[SOLVED] OE Read Encoding on Windows 10
Having installed a clean Windows 10, I am facing the old problem again - OE in the Options (International Settings) box insists that it'll read incoming messages in Cyrillic (KOI8-R) encoding, hence new messages contain some weird symbols (abracadabra). No other option is available. What should I do to make the OE display text in UTF-8 encoding?

Hello,
you can change encoding by pressing "Fonts" button left to "International Settings"
   

Set your encoding and then press "Set as Default" and OK

Now you will see the set encoding on "International Settings" also
