Noobie - Key troubles.
Hi!
Whom do I contact to resolve Key issues?

Short story:

I built a new Windows 10 PC - used a key. ( no problems)

Then I took my old XP machine and wiped it to windows 7 - used a key.
Had a lot of trouble with it - reformatted - used same key (worked).
Then once I was comfortable with all my doings, I did one more wipe, re-partitioned, and reinstalled W7 for (presumably) the final time.
This time the key did not work. It said it was used on another pc - but that's wrong. (As a workaround, I used up my third key to get it done.)

Can you "wipe" the key that failed on the 3rd try so I can use it for my wife's PC. (That one is also headed from XP to 7 real soon)

Now, for the keys, Each key can be used for one computer, since you used one key on first computer you cant reuse it on another, you must use one of next ones.
I have reset your third key and you can reuse it.

(Key #1 is on my new Win-10 PC no issues there)

To be clear... this was the same key (#2) on my old XP machine.
Wiped XP / Install 7- Key #2 OK
Wiped 7 / Reinstall 7- Key #2 OK
Wiped 7 Again / reinstall 7 - Key #2 Fail (??)

I then used Key #3 on the #2 PC to work-around my problem until you could respond. The key you correctly reset was #2 - and thanks.

But - Do you have any idea why I go the fail in the first place?
ie Why would key #2 get it right the first re-wipe, and then think it was a different PC the 2nd time?

Thats because on "Software" base whe you reformat a computer it is like new computer. Software can not determine if it is reformated pc or new pc.
